Openness

Each of the factors highlighted is important to a community’s ability to respond to challenges and opportunities but there are less tangible components that Fallows addressed that can be equally critical.  Communities that foster openness – that are accessible and attractive to a wide spectrum of ages, ethnicities, political views and religious beliefs – seem to have a higher ability to respond to challenges and opportunities.
